Statement from the Horseracing Integrity & Welfare Unit (HIWU)

In just over two months since filing for Chapter 11 financial protections, Hawthorne has achieved the following:

1. Investments to enable the resumption of thoroughbred racing in northern Illinois, including guaranteed purse payments

2. Confirmed payment of debts to Illinois harness horsemen, signaling our ongoing commitment to both breeds

3. Financial settlements with other race tracks to enable the resumption of simulcast wagering, including with Churchill Downs in time for full-service wagering on the Kentucky Derby

The Horseracing Integrity and Safety Authority (HISA) Board of Directors today announced the results of its vote regarding the prohibition and use of furosemide (commonly referred to as “Lasix”) in Covered Horses within the 48-hour period prior to a race.

Due to a lack of entries there will be no live racing on Thursday, April 30. Live racing will return next Sunday, May 3

The judge presiding over Hawthorne Race Course’s bankruptcy proceeding agreed yesterday to increase the size of the loan available to Hawthorne from $16 million to approximately $20 million. And the term of that loan will now continue through Saturday, Aug. 1.

Effective immediately, Hawthorne Race Course is implementing new rules applicable to the Horsemen’s accounts: All deposit checks must be payable to Hawthorne Race Course | New wire instructions are in effect | Return any unreplaced Signature Bank checks for reissue | Check cashing at the Information Window is suspended until further notice.

As we approach the start of the meet, Hawthorne management has asked us to share several important policies that will be enforced on the backstretch beginning April 19 (opening day). These steps are aimed at improving safety, cleanliness, and fairness for everyone living and working on the backside.

Hurdles Remain Before Spring Meet Begins

The judge presiding over Hawthorne Race Course's bankruptcy case today agreed that thoroughbred owners and trainers shall have access to their accounts with the track bookkeeper.

The judge presiding over Hawthorne Race Course's bankruptcy case today approved the release of funds necessary to convert the track surface for thoroughbred racing.

While it is too early to pin down the exact start date, we expect the thoroughbred meet at Hawthorne to begin in early April.

We expect to know more next week, once Hawthorne has appeared before the bankruptcy judge, and we will share relevant information as it becomes available.

We look forward to working with Hawthorne in the case to make sure the ITHA and its members are protected — and for all of us to get back to racing at Hawthorne in the very near future. We will know much more once we see the relief Hawthorne is seeking, but we expect this to be only the first step in the reorganization and rehabilitation of Hawthorne.

ITHA leaders want to be clear to our members: If you intend to stable and race at Hawthorne for the 2026 meet, once the track is ready for training, come at your own risk and with the knowledge that Hawthorne may be unable to start the meet and sustain it through its entirety.

John Walsh, assistant general manager at Hawthorne Race Course, appeared before the Illinois Racing Board on Wednesday and reaffirmed the track's commitment to building a racino. He said — as track officials have said repeatedly since the Illinois legislature authorized a casino for Hawthorne nearly seven years ago — that such a deal is imminent.
