The Association is a not-For-Profit service benevolence organization. The Association acts as the bargaining agent between the horsemen and the racing associations.

The Association is funded by a percentage of the purses.  The Association is a member of the Thoroughbred Horsemen's Association. 

All Owners and Trainers racing in Chicago are represented by the Illinois Thoroughbred Horsemen's Association.
